"Blur Image" effect softens hard edges or areas in an icon to reduce detail.

To blur whole image:

• Choose Effects > Blur Image.

To blur some region select the region with any of the selection tools and go to menu Effects -> Blur Image:

A tuning windows allows to set the blur level.
