The New command lets you create a blank icon file.

To create a new icon:

To base the icon dimensions and resolution on the Work space , choose File > New. If the Work space does not contain icon data, the icon dimensions and resolution are based on the last icon you created.

Hotkey for this command is CTRL + N.
